Based on the core concept of "cultivating and enhancing cultural strength and promoting cultural participation," the Ministry of Culture will work towards achieving the following objectives:

  1. Rebuilding cultural governance and constructing a support system for artistic freedom:

    The Ministry will convene nationwide conferences to collect opinions and reach a consensus on the contents of the Culture Framework Act, in which cultural education programs and projects to improve senior citizens' access to cultural resources will be key to enhancing cultural participation.

    Other key objectives include upgrading national performance venues and equipment, building data archives for art and history, researching and adjusting current systems that are in place, and establishing integrated digital platforms.

  2. Preserving the historical memories of the land and its people:

    The Ministry will formulate an overarching policy for cultural preservation, which will cover national and regional strategies to promote the practice of cultural preservation. Tangible cultural assets will also be included in the scope of national management and governance policies.

    The Ministry also aims to collect local cultural and historic data through such mechanisms as the National Memories Database by encouraging the public to record their personal stories.

    Another key cultural directive will be the establishment of MLA (Museums, Libraries, and Archives) hotspots by systematically integrating the resources of public and private museums to support local cultural venues.

  3. Empowering communities and advocating regional cultures:

    The Ministry has a special interest in local studies and research, and will utilize such studies to create networks for regional education. By creating a network of local organizations and industries to serve as a platform for cultivating regional culture, younger generations will be more willing to stay or return to their hometown.

    The Ministry will also cooperate with local businesses and social enterprises to support local community organizations.

  4. Improving culture-driven economic development:

    The Ministry will help usher forth the establishment of the Cultural Content Institute, and weigh the need for launching intermediary agencies for fostering cultural businesses and nurturing creative entrepreneurs.

    The Ministry also has plans to establish a cross-agency platform that will facilitate dialogue among all organizations relating to culture-driven sectors of Taiwan's economy. Such dialogue will help develop annual strategies for culture-driven economic development and cultural tourism.

  5. Ushering in a new chapter of cultural development:

    The Ministry will implement policies that apply the latest technology to the cultural sphere. Technology will take a key role in artistic creation, value-added services, and copyright authorization, and enable easier access to cultural resources and enhance cultural participation.

    To help the international community gain a better understanding of Taiwan's culture, the Ministry will expand the scope of existing international exchanges in art and culture, and strengthen the nation's capabilities in curating international exhibitions and performances.

    The Ministry will also draft a comprehensive policy for boosting local culture-driven output to reap the economic and trade benefits of Taiwan's soft power.
