  1. According to Article 18 in the Cultural Heritage Preservation Act, monuments are managed and maintained by the owner, user or administrator.
  2. According to Article 4 in the Cultural Heritage Preservation Act, the competent authorities of monuments, historic buildings, settlements, sites, cultural landscapes, traditional arts, folklore and related artifacts and antiquities: in the center is the Ministry of Culture; in the municipality is the municipal government; in the county (city) is the county (city) government.
  3. The competent authority of the city-designated monuments in the city is the Keelung City Government. Keelung City Cultural Affairs Bureau is the liaison unit, whose address is No. 181, Xin 1st Rd., Keelung City. TEL:24224170 #395、345、385.
According to Article 94 of the Cultural Heritage Preservation Act, the behavior to damage monuments may be sentenced to less than five years imprisonment, criminal detention, be fined or cumulatively fined NT $ 200,000 to NT $ 1 million. Article 95 provides the damage part should be reinstated. If it cannot be reinstated or it is obviously difficult to reinstate, they should compensate the damage. If they bear obligations to reinstate as in foregoing item but do not act, the competent authorities may perform on behalf of them, and levy charges from the obligor.
[1] Ershawan Fortification:
  1. You can take city bus toward Heping Island, Badou Zi, Wang Hai Lane, and at Zhongzheng Road, Ersha Bay “Haimen Natural Barrier Station” get off.
  2. Take the city bus (No. 107, 202, 303, 204), get off at the “Agency Hospital Station” and through the archway of the Chung Cheng Park ascend on the ladder.
  3. Take a city bus No. 204, get off at the “Municipal Stadium Station”, and walk along Shoushan Road about 10 minutes.
  4. Personal vehicles can reach via the Chung Cheng Park’s road around the mountains.
  5. Walk up the hill by Xin 2nd Road, Shoushan Road. After passing Chung Cheng Park, go forward about 20 minutes away.
[2] Dawulun Fortification:

Take a city bus toward Valentine Lake or Dawulun, and get off at Valentine Lake Station. Or take Keelung Bus toward Jinshan, Wanli, and get off at the Valentine Lake Station. Also you can take Kuo-Kuang Motor Transport toward Danshui, Jinshan, Wanli, getting off at Valentine Lake Station. Personal vehicles may drive by the Jijin 1st Rd., circle the road around mountain all the way directly to the parking lot in front of public toilets of Dawulun Fortification.

[3] Gangizihliao Fortification:

Currently no public transport vehicle can reach. Visitors must drive themselves from Dongguang Rd. to Dongmei 1st St. entrance, and turn left along the industry road to reach.

[4] Baimiwong Fortification:

Take a city bus toward Baimiwong (Xiandong). Direct access is available for the personal cars, but the road on uphill slope is curved. You should pay attention to safety.

[5] Mushan Fortification:

Within a military control zone, it is not open to the public.

[6] Liu Mingchuan Tunnel:

You can take city bus toward Guojia Xincheng or Anle community (Jiande Junior High School) or Keelung Bus toward Guojia Xincheng and get off at Laodagong Station. Walk on foot up to the end of the Chongde Rd., that is, to Liu Mingchuan Tunnel entrance. Personal cars can by the An 1st Road enter Chongde Rd., to reach north exit of Liu Mingchuan Tunnel.

[7] Shiqiuling Fortification:

Because it is at the starting point of the freeway, on the top of Daye tunnel (Renai District, Shiqiu Borough, Shiqiuling), there is no public transport vehicle (such as city bus, Keelung Bus and others) to reach. You may drive personal car, and turn right from the small road in front of Daye tunnel. You had better walk on foot on the steep mountain road.

[8] Sheliao Fortification:

Take a city bus toward Heping Island and get off at “Ala Baowan” stop.

[9] Sino-French War Memorial Park:

Take a city bus toward Heping Island, Badou Zi, Xinfeng Street, and get off at the Zhongzheng Road “Haimen Natural Barrier” stop.

[10] Keelung Fort Command:

Take a city bus toward Heping Island, Badou Zi, Xinfeng Street, (via Xiangfeng Street) and get off at “Catholic Church” or “Xiangfeng Market”.

[11] Keelung Fort Commander’s Official Residence:

Take a city bus toward Heping Island, Badou Zi, Xinfeng Street, and get off at the “Public Bus Administration” stop on the Zhongzheng Road and turn back.

[12] Keelung Fort Commander’s Residences:

Take a city bus toward Heping Island, Badou Zi, Xinfeng Street, and get off at the “Veterans Centre” station or at the “Public Bus Administration” stop.

[13] Mayor's Mansion:

Take a city bus toward Heping Island, Badou Zi, Xinfeng Street, through Zhongzheng Road and get off at the “Civil Official & Teacher Public Housing” stop.

According to their competent authorities, monuments are divided into nation specified, municipality specified, county (city) specified ones three categories, which are reviewed, specified, and announced by the Ministry of Culture and municipality and county (city) governments, and they report to the Ministry of Culture for future reference.

  2. City specified monuments; Baimiwong Fortification, Mushan Fortification, Liu Mingchuan Tunnel, Shiqiuling Fortification, Sheliao Fortification, Sino-French War Memorial Park, Keelung Fort Command, Keelung Fort Commander’s Official Residence, Keelung Fort Commander’s Residences, Mayor's Mansion, Pengjia islet lighthouse, etc., 11 sites.

  1. Ershawan Fortification:It is at the rear end above CKS Park. First you reach Conscription Park, followed by Ershawan Fortification; it can be said to be on the hill opposite to the tomb of national hero on Zhongzheng Road.
  2. Dawulun Fortification:Located on the peak area of Valentine Lake in Dawulun, Anle District.
  3. Gangizihliao Fortification:It is located in Dongguang Rd., Xinyi District. Turn left at entrance of Dongmei 1st St., to reach there go along the industry road.
  4. Baimiwong Fortification:Located in the end of Lane 37, Guanghua Road, Taibai Borough, Zhongshan District.
  5. Mushan Fortification:Wenhua Borough, Zhongshan District, Keelung City.
  6. Liu Mingchuan Tunnel:Located beside No. 127, Chongde Road, Jiaren Borough, Anle District.
  7. Shiqiuling Fortification:Located at the starting point of the freeway, on the top of Daye tunnel (on top of Shiqiuling, Shiqiu Borough, Renai District).
  8. Sheliao Fortification:Located in the barracks behind Houshantou and the Tianxian Temple at He 1st Road, Hexian Borough, Zhongzheng District.
  9. Sino-French War Memorial Park:Located at the intersection of Zhongzheng Road and Donghai Street.
  10. Keelung Fort Command:Located in No. 46, Xiangfeng Street, Zhongzheng District.
  11. Keelung Fort Commander’s Official Residence:Located in No. 230, Zhongzheng Road, Zhongzheng District.
  12. Keelung Fort Commander’s Residences:Located in No. 111, 113, Zhongzheng Road, Zhongzheng District.
  13. Mayor's Mansion:Located in No. 261, Zhongzheng Road, Zhongzheng District.
  14. Pengjia islet lighthouse:Located in No. 8, Pengjia islet, Zhongzheng District.

There are a total of fourteen monuments specified, announced and documented by this City, which are:

The city's monuments contain seven fortifications, one industrial facility, a burial, a government office, three mansions, a lighthouse, a total of fourteen sites.

According to Article 2 in the Cultural Heritage Preservation Act Enforcement Rule: monuments and historic buildings are antique construction and ancillary facility groups whose important part is still intact, including ancestral hall, temple, mansion, city wall, border fortification, government office, station, academy, stele, church, memorial archway, tomb, dike, lighthouse, bridge and industrial facilities.

Regarding the so-called cultural assets, according to Article 3 in the Cultural Heritage Preservation Act: cultural assets referred to in this Act mean the following assets which have the historical, cultural, artistic, scientific and other values, and are designated or registered:

  1. Monuments, historic buildings, settlements
  2. Ruins
  3. Culture landscape
  4. Traditional arts
  5. Folklore and related cultural relics
  6. Antiquities
  7. Natural landscape
