Historical Background

To meet the changes of time and space, satisfy citizensˇ¦ needs of cultural activities, and provide best services, we endeavor to carry out the double missions of ˇ§building culture and improving life quality of the citizensˇ¨ of the Cultural Center with our enthusiastic service attitude and enriched contents.In the ten odd years in the past, we also made some changes and adjustment on the hardware facilities:

In July 1984, Provisional Office of Cultural Center was formally founded with budget to hold various kinds of art activities.(Duration of borrowed location for holding activities) In the meantime, personnel under the original ˇ§Keelung Municipal Libraryˇ¨ and ˇ§Hall of Folk Artˇ¨ and buildings were merged into control of KeelungMunicipalCulturalCenter.

June 1986: A pair of western bronze lions created by Mr. Chen Zhi-ci were located at the front gate on Zhong Zheng Road.(There are only two pairs in Taiwan.The other pair is at NationalSun-Yat-SenUniversity.)

November 1986: Under patronage of Keelung Branch, Junior Chamber, City Government prepared the fund to establish large stainless steel landscape worksˇXˇ§Circles of Goodnessˇ¨ by Professor Yang Ying-feng undertaken by Ling Yi Modeling Co., Ltd.

June 1988: The restaurant on the first floor was torn down for ˇ§Hall of Keelung City Historical Events.ˇ¨It was renamed ˇ§Hall of Objects with Local Characteristicsˇ¨ in September 1990 and opened to the public.

March 1989: Periodical Room was moved to the third floor from the second floor.AudioVisualCenter was under preparation.In February 1990, AudioVisualCenter was completed and opened to the public to provide a place of leisure and entertainment.

March 1988: ConsultationCenter for Parent/Children, KeelungCity was under preparation to be located on the first floor on Zhong Zheng Road.In May 1990, it was renamed FamilyEducationServiceCenter and again FamilyEducationCenter in 1999.On 1 July 2001, the business was switched to Education Bureau, Keelung City Government.

 

In December 1988, to help the public understand the current situations in China and create art messages, Council of Cultural Affairs and Bureau of Education cooperated with MainlandAffairsResearchCenter to establish the Computer Daily Room on the second floor at the left wing of the Center.With the computer connection system, the Art Information System for national art activities was established.(24 December 1988 to 1 April 1992)In April 1992, as the mission was completed, Computer Daily Room was ceased.From 10 December of the same year, National Art InformationˇXTouch Screen Inquiry System was established based on the original system and facility to provide information, technology and art messages.

In order to improve the service quality of the Center and re-exertion of hardware facilities and functions, under the support of Council of Cultural Affairs, Executive Yuan, we prepared ˇ§building structure safety appraisalˇ¨ and renovation of the hall buildings in December 1984.From June 1995, renovation was started.The first phase was on the roof, heat insulation and leakage proof.In March 1996, renovation was also made on Hall of Objects with Local Characteristics, Third and Fourth Display Rooms and ArtGallery on the third floor.

Keelung is an international port with many foreign visitors.The Name in English was added on the outer wall of the building in March 1997 to serve them.

To improve the function of a professional stage of the Performing Hall, we conducted improvement constructions of the Performing Hall on professional facilities and equipment of sounds, lighting, and stage, etc. between November 1997 and end of May 2000.

In accordance with the space improvement plan of expansion of public libraries of Council of Cultural Affairs, Executive Yuan in 2004, after completion of renovation, we established the joint service counter to gather the service manpower and simplified borrowing/returning procedures to provide the public with prompt and quality service.The space design in the hall is innovative with greening areas and bilingual signs in Chinese and English.To attract the public to come to the Center, we added Theme Book Area and Display Area of Current Affairs.Internet inquiries are available at the Library and public database to provide the public with the latest information to shorten the gap of educational resources between the city and country.At the Childrenˇ¦s Room, there is a Reading Area for Parents/Children to improve the interaction between parents and children.The re-planned multimedia playing room provides the public with comfortable seats for audio and visual enjoyment.Layout of shelves, desks and chairs in other rooms were re-planned to provide a more convenient place.Sound insulation glass is available at General Reading Room so that the public can read in a tranquil environment.Monitoring system is installed at each hall so that readers can bring their belongings freely into the halls.Training was held to improve the staff of the Hall and the Library to improve the knowledge service quality.

On 1 December 2004, the Center was reorganized as Cultural Affairs Bureau, KeelungCity
